REST API v3: unknown category and organization ids answer 404

Creating or updating a publication through REST API v3 with an id in categories or organization that does not exist in your account answered with success, although the category or organization was not attached to the publication. A typo in the id only surfaced later. Such an id now answers 404 RecordNotFound, as it already did for authors and editors. API v2 is unchanged. The details are in the API documentation.
